PURPOSE OF THE ROLEThe Senior Lead – HSE will be responsible for developing, implementing, and monitoring health, safety, and environmental strategies for Gaseous dispensing station operations. This role ensures compliance with national and international safety standards related to gaseous hydrocarbons, mitigates operational risks, and fosters a safety-first culture across all sites.ResponsibilitiesPolicies, Processes and ProceduresFollow established safety policies, processes, standard operating procedures and provide support in the interpretation and implementation of safety related policies to the line management- Assist in the implementation of new initiatives/ projects as per the established policies to meet the future requirements of the site - Participate in the LOD-02 health and safety audit systems for their designated area/ plant/Business verticals, in collaboration with Unit Lead Safety - Coordinate the LOD-03 Safety Audit at business verticals and monitor the closer of Audit observations. - Monitor the MOC proposals and progress of various projects. - Participate in external industry bodies, trade association, global forums and keep self-abreast with leading practices and trends in order to contribute towards continuous improvement of systems, processes and procedures. - Publishing HSSE communications viz. HSSE newsletters, what went wrong, alert notes etc.to all Locations. - Awareness about Applicable HSE legislations viz. PNGRB T4S, Gas cylinder Rules, OISD,PESOOperationsConduct and analyze safety observations at their designated operational boundary and suggest actions to modify behaviors for the SIMOPs- Carryout investigation of all safety related incidents at Gas Stations, conduct root cause analysis and identify action plans to avert such future incidents - Ensure proper functioning of safety equipment (gas detectors, fire suppression systems, PPE), Supervise permit-to-work systems and hazardous operations (hot work, Work At Height etc.). - Participate in risk management programs such as control measures identification (like QRA,HAZOP), incident investigation (BOWTIE,WHY-WHY etc.). to manage key safety and construction risks in their business domain. - Create MIS reports, safety updates, findings, and performance indices to the work area safety management so as to ensure awareness towards health and safety - Analyze leading and lagging safety metrics for construction activities in their designated business and drive suggested improvement initiatives - Prepare training modules/ programs and organize safety awareness training to safety executive/ their designated site employees to enhance awareness/ capability pertaining to safety - SCADA monitoring, Interlock verification and flag the non-compliances - Conduct/ Review Near miss Analysis/ STOP WORK CASES/Task Observation Correction and propose actions to Line Management on focus area/improvement actions - Steer and co-ordinate for effective business level safety committee meetings/SORC - Vendor Coordination for Operation safety requirements and evaluation of vendors on HSE performance. - Launch safety awareness campaigns at the construction site as per plan. Organize Key Safety events such as National Safety Day, World Environment Day, Road Safety Week and Fire Safety WeekRisk Assessment and ManagementParticipation in Risk Assessment Studies and Review the Design documents of Retail Outlets/Gas Stations, Petroleum storage locations and conformance to notified regulations viz. PNGRB T4S/CEA/PESO guidelines etc. - Review of site layout / Design document issued by the Engineering team check conformance with regulations and communicate gaps if any identified. - Review site specific HITRA of various augmentation activity. - Analyze the PSSR observations and track the exceptions approval - Review strict compliance of PTW/TBT/LOTO at construction site. - Review the PHA reports of upcoming Gas Stations (CBG/CNG)Operating Management SystemAct as focal point for establishing and implementing Reliance Operating Management System - Assist in LOMS preparation and communicate to Locations - Conduct Functional Assurance as per approved OMS implementation Plan - Coordinate with field staff for various activities of implementation of OMS viz. Training, Self-Audit, Co-Ordination With Regional Safety TeamSmooth co-ordination with the Regional HSE team- Highlight Grey area with the regional HSE team - Co-ordinate with the different stake holders for the resolution of the concern raised by the Regional HSE Team - Share guidelines of change managementEmergency Response and Disaster Management Plan Emergency Response Planning:- Review of Emergency Response and Disaster Management Plan for Construction site. - Assist UL- HSE in Tabletop Exercise - Familiar with Fire Fighting Equipment - Conduct Mock drill and training to staff on Firefighting.1. HSE LOD-02 Audits (100% audit for all Gaseous Stations)2. Participation in L3 Audits to cross verify the HSE compliances for new CNG/CBG Sites3. Review of PHA (QRA and HAZOP Study) for upcoming CNG/CBG sites and coordinate with EPC team to ensure regulatory compliances in design and execution.4. Review of SOPs pertaining to CNG/CBG station operation and other HSE compliances5. Advice Maintenance and field Operation team on HSE aspect of CNG/CBG operation and regulatory compliances6. Guide field team to ensure administrative control viz. CoW (PTW, HITRA & LOTO)7. Refresher training to field staff on HSE requirements in Gaseous Operation annually.8. Review the HSE performance, Audit findings and Conduct SORC for the business. OPERATING NETWORKInternal:S&OR, Site Teams, HR, Finance, Project Team, Legal and Compliance Team, etc. External:Auditors, Government Agencies, Consultants, etc.Education Qualifications<ul><li>Bachelor’s in engineering in Chemical/ Mechanical/ Electrical along with Advanced Diploma in Industrial Safety (ADIS).</li><li>NEBOSH/IOSH certification or equivalent HSE qualification preferred.</li></ul>Experience (Must Have & Good to Have)<ul><li>10-12 years of experience in HSE Management with at least 5 years in gaseous hydrocarbon or Gaseous operations.</li><li>Strong knowledge of Indian safety regulations and international best practices.</li></ul>FUNCTIONAL COMPETENCIES - Knowledge of safety related compliances -Technical understanding of operations - Regulations and Legal compliance (PNGRB Regulation / OISD and PESO guidelines) - HSE Assurance - Risk Management Framework - Fire Safety Management - HSE Incident Investigation
