Our mission to serve patients depends on attracting, engaging, and mobilizing exceptional talent globally.The Associate Director, Talent Acquisition Delivery Leader plays a critical role in advancing Amgen’s Talent Acquisition Experience and Operations strategy by leading the design, delivery, and governance of global hiring and mobility operations. This role oversees three key towers -Talent Acquisition Administration, External Workforce Management & Governance, and Global Mobility Administration & Governance -ensuring seamless execution, compliance, and excellence across the global talent ecosystem.The incumbent partners closely with the Talent Acquisition Centre of Excellence (COE), HR Operations, Global Mobility, Procurement, and Business Leadership to drive operational performance, process harmonization, and a world-class experience for candidates, hiring managers, and HR teams.<div/> Key Responsibilities 1. Strategic Talent Acquisition Delivery Leadership<ul><li>Lead the global Talent Acquisition Delivery Tower, driving strategic and operational excellence across all facets of TA operations.</li><li>Partner with the Talent Acquisition COE to operationalize hiring strategies, workforce plans, and process standards that support Amgen’s growth and innovation goals.</li><li>Establish a scalable delivery framework that ensures agility, compliance, and a superior candidate and manager experience.</li><li>Drive alignment between regional delivery teams, business stakeholders, and enabling functions (HR Technology, DTI, Procurement, and Legal).</li></ul> 2. External Workforce Management & Governance<ul><li>Oversee the global External Workforce Management program, ensuring effective use of contingent, consultant, and outsourced talent.</li><li>Partner with Procurement, Legal, and HR to govern supplier relationships, optimize vendor performance, and ensure alignment with regulatory and SOX compliance requirements.</li><li>Manage the relationship with Master Service Providers (MSPs) and Vendor Management System (VMS) tools (e.g., SAP Fieldglass) for full lifecycle management -sourcing through offboarding.</li><li>Implement governance mechanisms and dashboards to monitor external workforce utilization, spend, and compliance.</li><li>Provide insights to leadership to support strategic workforce planning and total talent management.</li></ul> 3. Global Mobility Administration & Governance<ul><li>Lead the Global Mobility Administration function, overseeing relocation, immigration, and assignment management activities in partnership with Global Mobility COE and external vendors.</li><li>Ensure governance and compliance with local and international labour laws, tax requirements, and mobility policies.</li><li>Standardize and optimize global mobility administrative processes to enhance employee experience and operational consistency.</li><li>Partner with external relocation providers to manage cost efficiency, service quality, and global governance.</li></ul> 4. Talent Acquisition Administration<ul><li>Drive operational excellence across recruitment administration, requisition management, offer processing, and onboarding support functions.</li><li>Ensure efficient coordination between recruiters, HR operations, and hiring managers to deliver a seamless and compliant hiring experience.</li><li>Lead continuous improvement initiatives within TA administration to streamline workflows, reduce cycle times, and enhance candidate and hiring manager experience.</li><li>Oversee adherence to global data integrity and compliance standards within Workday Recruiting and associated HR systems.</li></ul> 5. Governance, Performance & Stakeholder Engagement<ul><li>Define and monitor key performance indicators (KPIs) across all towers -including service delivery metrics, experience measures, and compliance outcomes.</li><li>Lead regular performance reviews with internal stakeholders and vendor partners to ensure accountability and service excellence.</li><li>Serve as a trusted partner to HR and business leaders, providing data-driven insights, process recommendations, and operational updates.</li><li>Champion cross-functional alignment between TA, HR, Legal, Procurement, and Global Mobility to ensure cohesive service delivery.</li></ul><div/> Key Deliverables<ul><li>Integrated Talent Acquisition Delivery Framework spanning external workforce, mobility, and TA operations.</li><li>Global governance model for compliance, audit readiness, and vendor performance.</li><li>Measurable improvements in hiring process efficiency, candidate satisfaction, and service quality.</li><li>Actionable data and insights driving workforce and mobility planning decisions.</li><li>Strong partnership ecosystem across HR, business functions, and external vendors.</li></ul><div/> Experience & Qualifications<ul><li>Experience: 14+ years of progressive HR or TA operations experience, including 5+ years in Talent Acquisition delivery leadership within large, matrixed, or global organizations.</li><li>Education: Bachelor’s or master’s degree or relevant experience</li><li>Technical & Domain Expertise:<ul><li>Proven experience managing external workforce programs, TA operations, or global mobility administration.</li><li>Proficiency with Workday Recruiting, SAP Fieldglass, or equivalent VMS and HR systems.</li><li>Deep understanding of HR compliance frameworks, vendor governance, and risk management.</li><li>Strong data literacy with ability to interpret and act on operational metrics and experience insights.</li></ul></li><li>Preferred Certifications: PMP, Lean Six Sigma, or equivalent operational excellence qualification.</li><li>Core Competencies:<ul><li>Strategic leadership and program execution in complex, global environments.</li><li>Ability to influence across HR, Legal, Procurement, and senior business leaders.</li><li>Operational rigor with strong focus on compliance and governance.</li><li>Analytical mindset and passion for process improvement and experience optimization.</li><li>Excellent communication, stakeholder management, and vendor relationship skills.</li></ul></li></ul> What you can expect of usAs we work to develop treatments that take care of others, we also work to care for your professional and personal growth and well-being.
